Who We Are
Sr. Fan Chi Wai, Avan - Founding President
Avan Fan is a professional Quantity Surveyor and is also an accredited Mediator and Adjudicator.
Avan has extensive experience as a Commercial Manager on several large-scale infrastructure megaprojects. In this capacity, he was responsible for managing the commercial and contractual aspects of these complex projects.
Additionally, Avan has worked as a Planner and Delay Analyst on these megaprojects. His primary areas of expertise include time and cost management, with a proven track record of successfully analyzing project schedules, identifying and mitigating delays, and implementing cost control measures to ensure projects are delivered on time and within budget.
Ir. Fung Wai Leung, Philip - Founding President
Philip Fung is a Chartered Engineer with over 37 years of experience in project management, planning, and delay analysis, focusing primarily on large-scale infrastructure projects. As a member of the HKIE (Hong Kong Institution of Engineers) since 1999 and IMechE (Institution of Mechanical Engineers) since 1998, he has progressed from a Project Manager to a Planning Manager, demonstrating his expertise in comprehensive planning and effective communication.
Fung's extensive project experience includes collaborations with prominent clients such as the Water Supplies Department (WSD), Drainage Services Department (DSD), Architectural Services Department (ASD), Electrical and Mechanical Services Department (EMSD), Buildings Department (BD), Hong Kong Housing Authority, Urban Renewal Authority (URA), The Hong Kong Chartered University (HKCU), The Hong Kong University of Science and Technology (HKUST), and the Hong Kong Airport Authority (HKAA).
Fung's specialization in time and delay management is evident through his adept execution of schedule analysis and delay mitigation strategies, ensuring projects are completed promptly and within budget constraints. His commitment to successful project delivery in the construction domain is a testament to his expertise and professionalism.
Why We Form the Institute
The Hong Kong Institute of Delay Analysts and Planners was founded in 2024. Our institute emphasizes meticulous construction planning for project success, minimizing delays, managing risks, and ensuring smooth execution. We advocate for robust planning practices to fortify project outcomes and streamline delay analysis. Recognizing the link between effective planning and delay analysis, we empower stakeholders to proactively address challenges. Through comprehensive planning, we aim to prevent delays, enable accurate delay analysis, and empower project stakeholders to navigate challenges with precision.
In dedication to professional growth, we are arranging a series of Continuing Professional Development (CPD) sessions. These sessions will shed light on the interconnectedness between construction planning and delay analysis, stressing the need to incorporate strong planning methods into delay analysis processes. Our aim is to provide industry professionals with the necessary expertise and tools to effectively handle delay challenges.
With the popular use of the NEC and the Security of Payment legislation (SOPL), it is noted that demand for Delay Analysts and Planners are increasing.
History of Planning
Things you need to know about planning
According to the book "A Practical Guide to Disruption and Productivity Loss on Construction and Engineering Projects", it was not until the First World War that simple barcharts were used by British army for planning militrary exercises.
Then, some 15 years later, the construction of Empire State Building commenced in 1930. During its construction, it was a marvel of programming excellence, the works were being planned by the chief engineer of the contractor - Andrew Eken. Manhattan was very congested and the material deliveries were carefully planned to coincide with the installation.
Another impress fact of this project is that the building's 56,000 tons of structural steel were erected in 6 months, all this without the aid of a CPM programme or a computer!
Gantt Chart
As one of the most common form of visually showing a project, an American engineer - Henry Gantt invented the Gantt Chart which is based on time rather than quantity or volume of the Works.
In other words, a Gantt Chart is a horizontal bar chart that graphically displays time relationships.

Membership Application
For Professional Member of HKIDA&P, annual subscription fee is $1000 plus $500 for the registration;
- Qualification for Professional Member, 2 years working experience in Hong Kong as the capacity of a Delay Analyst or a Planner.
For Associate Members, it is $500 for the annual subscription plus $500 for the registration.
- Qualification for Associate Member, a bachelor degree in the built environment related subjects and interested in delay analysis or construction planning.
